At the strategic level, planners and leaders focus on long-range aims, national security objectives, and the policies and resources needed to achieve them. This is where national defense strategies are developed, decisions about deterrence, alliances, budgeting, and overarching security priorities are made. The tactical level deals with concrete battlefield actions and engagements, while the operational level bridges strategy and tactics through campaigns and major operations. A nuclear task force is a capability or unit, not a level of planning. Therefore, development of national defense strategies and policies belongs to the strategic level.
